Minutes of A Regular Monthly Meeting Board of Directors of the Knoxville Community School District January 9, 2017 PUBLIC HEARING: 2017-2018 Proposed Calendar The board held a public hearing for the proposed FY 2017-18 calendar. Interested citizens were given the opportunity to comment about the proposed FY 2017-18 calendar. No taxpayers or citizens were present to comment during this public hearing. Van Donselaar made a motion to close the public hearing, seconded by Moats. Motion carried unanimously. AGENDA: I.Call to Order by President Schmidt The meeting was called to order by President Schmidt at 5:40 p.m. II.Roll Call&Determination of Quorum Present: Van Donselaar, Miller, Moats, Helle, Schmidt Absent: None III.Approval of Agenda / Conflict of Interest Moats made a motion to modify the agenda and move the contract modification for ELL services out of the consent agenda and put it under new business, seconded by Miller. Motion carried unanimously. Miller made a motion to approve the modified agenda as presented, seconded by Van Donselaar. Motion carried unanimously. No conflict of interest items were noted. IV.Consider Consent Agenda A.Meeting Minutes 1.Minutes of December 12, 2016 Regular Meeting B.Financial Statements/Student Activity Fund - December 2016 C.Bills for Approval since December 12, 2016, presented January 9, 2017 D.Open Enrollment Requests 1.Open enrollment application for Chase Carter E.Personnel Recommendations 1.Volunteer Coaches a)Approve volunteer boys soccer coach pending certification- Steve Linsley 2.Resignations a)Resignation of Ryan Sheldon, 9th grade football coach, pending the hiring of a suitable replacement b)Resignation of Erin McBride, 7th grade girls basketball coach, pending the hiring of a suitable replacement c)Resignation of Tyler Hatch, teacher associate at the high school and assistant varsity wrestling coach. F.Special Education Agreements 1.Special education agreement with Des Moines Independent Community School District Moats made a motion to approve all consent agenda items as presented, seconded by Van Donselaar. Motion carried unanimously. V.Communications A.Correspondence 1.The board reviewed the January Panther Press and the most recent issue of the Department of Education School Leader Update. B.Presentation: West Building Project - Estes Construction Final Presentation 1.Jeff Michels, Estes Construction, made the final presentation on the West building/renovation project to the board. C.Public Comments 1.None VI.Reports The board reviewed the monthly reports from West Elementary, Northstar Elementary, and Superintendent. VII.Unfinished Business None VIII.New Business A.Contract Modification for ELL Services Helle made a motion to approve the contract modification for ELL services with Linda Fridlington as presented, seconded by Miller. Motion carried unanimously. B.Consider Lease Purchase Agreement with Apple Inc. for Staff Computers Miller made a motion to adopt a resolution authorizing approval of schedule No. 2 dated January 10, 2017, and exhibits to the master lease purchase agreement between Apple, Inc., as lessor, and Knoxville Community School District, as lessee, dated June 15, 2015, seconded by Van Donselaar. Motion carried unanimously. C.Consider Student/Program Requests 1.Consider Early Graduates Van Donselaar made a motion to approve the early graduates pending completion of all requirements, seconded by Moats. Motion carried unanimously. 2.High School Drama Fundraiser Helle made a motion to approve the high school drama fundraiser, seconded by Moats. Motion carried unanimously. 3.Contract for BoyÕs Varsity Basketball Game at Wells Fargo Arena Moats made a motion to approve the contract for boyÕs varsity basketball game at Wells Fargo Arena on February 13, 2017, seconded by Van Donselaar. Motion carried unanimously. 4.Student Reinstatement Hearing (Closed Session as authorized by Iowa Code Section 21.5(1)[a], of the open meetings law) a)Moats made a motion to enter closed session as authorized by Iowa Code Section 21.5(1)[a], seconded by Van Donselaar. Motion carried unanimously. The time was 6:36 p.m. b)Miller made a motion to return to open session, seconded by Moats. Motion carried unanimously. The time was 6:48 p.m. 5.Consider Recommendation to Reinstate Student Helle made a motion that Student J be reinstated for the beginning of the second semester of the 2016-2017 school year according to the plan presented by administration, seconded by Moats. Motion carried unanimously. D.Mid-Year Performance Review of Superintendent (Closed Session Per Iowa Code Section 21.5(1)[i] of the Open Meetings Law) 1.Miller made a motion to enter closed session as authorized by Iowa Code Section 21.5(1)[i], of the open meetings law, seconded by Van Donselaar. Motion carried unanimously. The time was 6:50 p.m. 2.Miller made a motion to return to open session, seconded by Van Donselaar. Motion carried unanimously.
